Deep Blue Cloud Computing, an AWS Advanced Tier Services Partner, has been awarded a five-year contract to serve as the primary technology partner for the California Department of Public Health’s Surveillance and Public Health Information Reporting and Exchange system – known as SaPHIRE. The engagement spans two critical dimensions: managing the AWS cloud infrastructure that keeps the platform running around the clock, and actively developing and enhancing the SaPHIRE application itself through structured, sprint-based software delivery.
SaPHIRE is California’s centralized public health data platform – a 24/7 system that consolidates electronic lab results and data feeds from hundreds of laboratories and health reporting entities across the state, normalizes them into a consistent format, and routes them to CalREDIE, California’s statewide disease registry. The data flowing through SaPHIRE directly informs how public health officials detect, track, and respond to communicable disease threats across the state’s 39 million residents.
What distinguishes this engagement from a conventional managed services contract is the scope of responsibility Deep Blue Cloud is taking on. - AWS Managed Infrastructure – Continuous monitoring, optimization, patching, and cloud operations to keep SaPHIRE’s environment performant and available every hour of every day.
- Sprint-Based Application Development – Structured, agile delivery of application modifications, feature enhancements, and functional improvements to the SaPHIRE platform itself – ensuring the system evolves alongside California’s public health reporting requirements.
- IT Infrastructure Support – Proactive management of the technology environment supporting SaPHIRE’s data ingestion, normalization, and reporting pipelines.
- Security and Compliance Operations – Ongoing cybersecurity management, compliance monitoring, and incident response aligned with CDPH’s regulatory and data protection obligations.
- HelpDesk Services – SLA-driven end-user support for the agencies, laboratories, and health reporting entities that depend on SaPHIRE as part of their daily operations.
The inclusion of sprint-based application development within the contract reflects a broader shift in how state agencies are structuring technology partnerships – moving away from one-time build engagements toward ongoing delivery models where the vendor remains embedded in the system’s evolution.
